Burrows' future role is uncertain, but he made a promising return from Tommy John surgery in the second half of last season. He has the repertoire (full four-pitch mix) to start and more often than not, Burrows has displayed the requisite control to start. He had a 4.06 ERA, 1.41 WHIP and 45:15 K:BB in 37.2 innings over 10 appearances (nine starts) at Triple-A and also got a 3.1-inning relief appearance in the majors on the penultimate day of the season. Burrows' 8.9 percent walk rate at Triple-A was perfectly acceptable, especially for a pitcher just returning from April 2023 TJS, and he notched a 10-strikeout start in five innings and a seven-strikeout start in 3.1 innings, displaying the ability to rack up Ks when everything's working. He averaged 94.5 mph and 17 inches of induced vertical break on his fastball while leaning on his improved mid-80s changeup and signature upper-70s curveball for whiffs. Even prior to his surgery, Burrows struggled to handle a full season's workload, maxing out at 94.1 innings in 2022. Rotation depth is the closest thing the Pirates have to a strength, so Burrows should get stretched out in big-league spring training and ultimately open his age-25 season in the Triple-A rotation. ANALYSIS
Burrows tied his season high in punchouts, but he did issue a season-high three free passes. The 25-year-old right-hander has yet to deliver a quality start or even reach the sixth inning in any of his four outings, but he has conceded just two runs to go with an encouraging 12:3 K:BB over his last 9.2 innings. Burrows has a 5.00 ERA, 1.39 WHIP and 17:7 K:BB through 18 frames overall, and he's in for a difficult assignment his next time out against the first-place Cubs.

Burrows was among the Pirates' top pitching prospects entering 2023 and had progressed to Triple-A Indianapolis by the close of the 2022 campaign. However, he got injured before he had the chance to make his big-league debut and ultimately underwent Tommy John surgery in late April. He isn't projected to return until late in 2024 and may have missed his best chance to contribute to the major-league rotation, as he's been surpassed by Quinn Priester, Paul Skenes and Jared Jones as well as perhaps Anthony Solometo, Bubba Chandler and Braxton Ashcraft within Pittsburgh's system.
Burrows lacks the pedigree of Quinn Priester, but he's forced his way into the conversation as the Pirates' best pitching prospect. He's topped a 30 K% in each of the last two seasons, which he spent primarily at High-A Greensboro and Double-A Altoona, respectively. That mark dipped significantly once he was promoted to Triple-A Indianapolis - he posted a 23.3 percent K% across 42.1 innings -- though it's worth noting that Burrows had already thrown a career-high 52 innings by the time he earned that promotion. While it will be worth watching his ability to generate whiffs to begin the 2023 campaign, Burrows answered a few significant concerns about his performance in 2022 by throwing a career-best 93.1 innings and by showing significant growth in his ability to limit walks. After representing the Pirates in the Futures Game in 2023, the team added Burrows to its 40-man roster in November to protect him from the Rule 5 Draft. That makes it clear that he's a key part of the team's rebuild, and he could team up with Roansy Contreras and Priester to form a dynamic top and middle of the rotation. Pittsburgh has added to its rotation this offseason, meaning Burrows will almost certainly break camp with Triple-A Indianapolis. However, it would not be surprising to see him make his debut in Pittsburgh at some point during the summer months.
